Rebecca S. Tinio

Rebecca Tinio is a seasoned civil litigator and strategist with significant experience handling high-stakes affirmative and defensive matters in federal and state courts. She is adept at navigating through all phases of a case, including investigation, motion practice, discovery, settlement negotiations, trial, and appeal.  Behind the scenes, Rebecca is a sure-handed and thoughtful client counselor who masters complex issues quickly and identifies efficient solutions.

Rebecca is a versatile attorney whose practice areas run the gamut from the False Claims Act, Anti-Kickback Statute, and other civil frauds statutes to complex commercial disputes, internal investigations, employment and contract law, arbitration, and matters involving federal agencies.

Before joining KKL, Rebecca had an accomplished career as an Assistant United States Attorney in the U.S. Attorney’s Office for the Southern District of New York, where she served most recently as Deputy Chief of the Civil Division.  She was also Co-Chief of the SDNY’s Civil Frauds Unit, where she oversaw civil fraud investigations and litigations and was involved in obtaining multiple high-dollar False Claims Act resolutions.  Rebecca handled some of the Civil Division’s most difficult and consequential matters and scored numerous wins at trial and on appeal.
